Ce livre Blanc s\u2019inte\u0301ressera particulie\u0300rement a\u0300 la gestion du foncier au Mali dans sa conception postcoloniale base\u0301e sur la proprie\u0301te\u0301 prive\u0301e. <\/em><\/p>\n<p><em>La source de tous les proble\u0300mes fonciers au Mali viendrait de la transition inacheve\u0301e de la gestion pre\u0301coloniale sans proprie\u0301te\u0301 prive\u0301e vers la gestion postcoloniale avec la dimension prive\u0301e.<\/em><\/p>\n<div class=\"page\" title=\"Page 3\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<div class=\"page\" title=\"Page 3\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p><em>Le foncier e\u0301tant un actif, le de\u0301veloppement ne peut e\u0302tre assure\u0301 que par la voix libe\u0301rale.\u00a0<\/em><em>Pourtant la terre a\u0300 pluto\u0302t une dimension sacre\u0301e au Mali et est conside\u0301re\u0301e comme e\u0301tant un patrimoine commun pluto\u0302t qu\u2019une proprie\u0301te\u0301 prive\u0301e.<\/em><\/p>\n<p><em>Selon Etienne Le Roy cette transition de patrimoine commun a\u0300 la proprie\u0301te\u0301 prive\u0301e n\u2019est \u00ab <\/em>ni acheve\u0301e ni achevable a\u0300 vue humaine<em> \u00bb (p. 8). Il ajoutera que \u00ab <\/em>Entre l\u2019e\u0301conomie de re\u0301ciprocite\u0301, ou\u0300 la terre est une ressource, et l\u2019e\u0301conomie de marche\u0301, ou\u0300 la terre serait un bien, l\u2019e\u0301conomie de redistribution apparai\u0302t comme le cadre actuel d\u2019organisation des rapports de production et de reproduction, et la terre comme une richesse faisant l\u2019objet d\u2019une capitalisation patrimoniale<em>. \u00bb (P. 12)<\/em><\/p>\n<\/div>\n<div class=\"column\">\n<p><em>De toutes les solutions de gestion sugge\u0301re\u0301es par les diffe\u0301rentes e\u0301tudes sur le sujet, la se\u0301curisation du foncier apparait comme une e\u0301vidence et un pre\u0301alable.\u00a0<\/em><em>Qu\u2019il s\u2019agisse de la solution traditionnelle, moderne ou \u00ab hybride \u00bb de la gestion du foncier.\u00a0<\/em><em>Ce livre blanc aura pour objectif d\u2019e\u0301tablir si l\u2019application de la Blockchain facilitera la transition d\u2019un mode de gestion archai\u0308que a\u0300 un mode\u0300le de gestion moderne du foncier au Mali.<\/em><\/p>\n<p><em>La mise en place de donne\u0301es transparentes et disponibles pour tous re\u0301duira les conflits sociaux lie\u0301s au foncier.\u00a0<\/em><em>Un syste\u0300me de\u0301mate\u0301rialise\u0301 sans organe central re\u0301cre\u0301era une confiance et une se\u0301curite\u0301 inviolable.
